Albany's May 27, 2026 Council packet includes a Fire Department memo proposing ambulance fee schedule updates tied to Oregon HB3243 and the Federal No Surprises Act.
The packet lists the proposed June 1, 2026 base ambulance transport rate as $2,200, the motor-vehicle-accident base rate as $2,950, loaded mileage at $32 per mile, and related fees for bariatric service, aid calls, standby coverage, waiting time, wall time, and extra EMT support.
The memo says HB3243 took effect January 1, 2026 and requires health benefit plans to reimburse ground ambulance services at the established local rate, or if no established local rate exists, at no less than 325 percent of the Medicare rate.
For a resident, the source-backed checklist is practical: ask what rate was billed, whether it matches the City fee schedule in effect on the service date, whether insurance processed it under Oregon HB3243, and whether any balance bill or denial identifies the legal basis for the charge.
